The UAE Central Bank has ordered a special and urgent examination of Banque Misr’s UAE branches after FinCEN proposed cutting the bank off from U.S. correspondent banking access and designated it a financial institution of primary money laundering concern. The review will include a forensic lookback covering transactions involving companies identified by U.S. authorities. FinCEN estimates that Banque Misr UAE processed approximately US$1.8 billion between January 2024 and June 2026 for 103 companies potentially linked to Iranian shadow banking networks, including apparent front companies associated with Iran’s Ministry of Defense and the IRGC. The UAE regulator is also assessing its options if FinCEN’s proposed special measure is ultimately imposed, while emphasizing that the bank remains subject to UAE law and regulation.
